PURPOSE:To perform the rational charging to both the user and network sides, by carrying out the normal charging with each message at a time point when a charging opportunity arises. CONSTITUTION:For a storing device S2, a procedure controller 3 transmits a reception preparing request signal to a center before the picture information equivalent to a page within a picture information memory 1 is transmitted to the center via device 2 which transfers information to the center. A preparation end signal is received at the controller 3 from the center, and the generation of a charging opportunity is stored. Then a picture information transmission controller 4 is started to transmit the picture information. At the same time, a monitor device 5 monitors the normality of the transmission and then performs retransmissions of a prescribed frequency when a fault is detected. An exchange X1 receives the charging information equivalent to a page via a common line transmitter 8. A charging processor 9 carries out a prescribed process, and the charging frequencies are stored to a charging memory for information center provided within a charging meter 11. |
