Provided is a light-to-heat conversion layer for having visible light penetrability and also for fully preventing the penetration ratio of the light having the wavelength of 1000 nm even if the light-to-heat conversion layer is thin. The light-to-heat conversion layer consists of hexaboride particles and binder components, and whose visible light penetrability is 50% or higher measured based on JIS R 3106 and the penetration ratio of the wavelength of 1000 nm is 10% or lower.
