PURPOSE:To reduce the number of channels at a low noise band of one cycle, by transmitting a phase pulse signal from a repeater to a terminal device at the low noise band of the 1st cycle and returning a returning phase pulse signal from the terminal device to the repeater at the low noise band in the 2nd cycle. CONSTITUTION:When a ternary counter 26 counts two half cycle pulses, a high- level output is transmitted to an AND gate 31. Since the counting of two half cycle pulses means that one cycle is elapsed, the cycle comes to the 2nd cycle of returning channels C11-C20. When the count value of a timing counter 27 is coincident with a numeral from a measuring encoder 30, a coincident gate 28 gives an output to a phase signal injecting circuit 32 through an AND gate 31, the circuit 32 injects a phase pulse to one returning channel corresponding to the numeral among the channels C11-C20 and transmitted to a repeater as a returning phase pulse signal.
