摘要 PURPOSE:To reduce sudden tensile impact force, and to prevent reduction of plate width of a steel plate, by reducing the speed of a winder and a pinch roller by a calculated speed reduction factor between the point of time when the tip part of a rolling steel plate reaches the winder, and a moment of winding. CONSTITUTION:When the tip of a rolling steel plate material passes through a pinch roller 7, a lead factor of the pinch roller 7 is set to zero, and at a speed as it is, the rolling steel plate is carried. When the tip part reaches a winder 8, a speed of the pinch roller and a speed of the winder 8 are reduced by an inclination function, maintaining a speed difference by a speed portion corresponding to a lead factor of the winder 8. The speed reduction factor in this case shall be such a speed reduction factor as a speed of the winder reaches a designated speed, in the time before the tip part of the rolling steel plate material winds itself around the winder 8. The device is constituted so that the material is wound smoothly by the speed reduction factor and the time, by which a speed of the point of time for winding up the sag generated before the moment when the tip part of the material winds itself around the winder 8 coincides with a constant speed of the material.
