The application relates to a process for continuously producing hydrocarbon oils from coal by two-stage pressure hydrocracking, the hydrogen required for the hydrogenation being obtained by partial oxidation of coal- and bitumen-containing hydrogenation residue with oxygen or oxygen-containing gases and subsequent shift conversion, and the steam required for the partial oxidation being generated wholly or partially by saturating the oxygen or oxygen-containing gases with hot water. Waste heat is preferably used for heating up the hot water circulation for the oxygen saturation.
