The thermal storage panel is formed with sealed hollow hemispheres (2) containing as a storage medium (4) a substance which undergoes a reversible chemical reaction or a reversible phase transformation at a temperature substantially above room temperature. The panel may be constructed as a window blind or a folding shutter or a rigid shutter.
