PURPOSE:To cope with the level fluctuation of a video signal, by carrying out binary coding operations on a prescribed frequency to find out the optimum matching case with a presribed standard pattern to obtain the optimum value. CONSTITUTION:The video signal photographed by a TV canera 1 is fed to a binary coding device 2, and the device 2 selects the binary coding level by a fixed binary coding level selecting signal supplied from an arithmetic controller 5 and feeds it to a picture fetching device 3. The device 3 writes the picture data to a picture memory 4 with each screen and on the basis of a command given from the controller 5. The controller 5 carriers out a prescribed operation based on the picture data to have the decision of caracters and feeds the result of this decision to an output device 6. |
