PURPOSE:To eliminate noise included in an input signal, to compensate the deficiency of the signal, to prevent the duplication of an output signal and to obtain a stable synchronizing signal by providing a synchronizing signal generating circuit, a gate circuit and a latch circuit. CONSTITUTION:The synchronizing signal generating circuit 12 outputting a synchronizing signal pulse in a constant time relation to a synchronizing input and generating a resetting pulse according to the threshold of an internal state is provided. A first and a second gate circuits 11, 13 are disposed at the input side and the output side of this circuit and the first gate circuit 11 of the input side is turned on and off by a first latch circuit 14 set by the input of a synchronizing signal and reset by the resetting pulse and the second gate circuit 15 of the output side is turned on and off by the second latch circuit 13 set by the synchronizing signal from the synchronizing signal generating circuit and reset by the resetting pulse. Thereby, even when there is the noise or the deficiency in the signal in the input of the synchronizing signal, the noise can be eliminated by the first gate circuit of the input side and the signal deficient part can be compensated in the synchronizing signal generating circuit and the duplicate part can be prevented from being produced in the output signal in the second gate circuit of the output side.
