The device uses a fixed annular element (2)inserted between internal and external rotors (1,3) with respective air-gaps (e1,e2) defined between each rotor (1,3) and the annular element (2). The outer periphery of the annular element (2) has spaced projecting magnetic poles (6). These cooperate with projecting poles (7) around the interior of the external rotor (3), with the exterior surface of the internal rotor (1). The rotor has incorporated conductors (4) providing magnetic poles cooperating with similar incorporated conductors (5) around the inner periphery of the annular element (2). The flux variation caused by the rotation of the internal rotor (1) cooperates with the conductors (5) in the annular element (2) to provide the magnetisation of its peripheral magnetic poles (6)cooperating with the external rotor poles (7) to adjust the rotation of the external rotor (3).
