An accreted batt is progressively vacuum formed about a porous or perforated member passing through an accretion zone under conditions where felting of the fiber occurs under a constant vacuum condition and a consolidation and dewatering zone wherein the batt is subjected to a separate but different vacuum condition. The two vacuum zones are spaced from each other by an air-water separation zone through which the mandrel passes and, in which, the liquid phase and air phase is substantially parted from each other. Each vacuum zone is energized by its own vacuum source, with the source for the accretion zone carrying away the water phase and the source for consolidation and dewatering zone carrying away the air phase from the separation zone.
