PURPOSE:To easily obtain a detecting and transmitting device which has a high detection rate and compresses data by performing the fast harl conversion of an earthquake waveform and detecting the earthquake wave with the harl spectrum. CONSTITUTION:An A/D converter 1 inputs a measurement signal from a seismograph and converts it into a digital signal. A data buffer 2 stores the digital signal of a certain time in synchronism with the conversion period of the A/D converter 1 and a harl converter 3 finds the harl spectrum of a constant amount of data stored in the data buffer 2. Further, the harl spectrum obtained by the converter 3 is stored in a harl spectrum buffer 4 and used by a decision device 5 to detect the earthquake wave. Then, a transmitter 5 outputs the harl spectrum enough for the reconstitution of the earthquake waveform for telemeter transmission based on a decision signal outputted by the decision device 5.
