A semiconductor storate battery(7) operated by support switches(10, 16) selectively stores the reducing quantity of the opening and closing part of a source switch(1), a summing apparatus(11) sums the storage quantity of the battery, and a comparing device(12) generates signal when the total sum of the reducing quantity exceeds the standard value of a stendard battery(13).
