PURPOSE:To enable stable development, by using a sleeve consisting of a dielectric layer and a conductive layer, and a toner sensor, and feeding a toner having always uniform charge induced. CONSTITUTION:A dielectric layer 7 is formed on a conductor 5' to form a sleeve 7, and this is provided with a corona charger 8 and a toner sensor 9 for detecting an amount of toner attached on the sleeve 7. The charge 8 corona charges the sleeve 7 uniformly to facilitate charging the toner. The toner is uniformly stabilized through application of voltage at proper time by feeding back the amount of toner attached to the sleeve 7 to the charger 8 with the sensor 9. |
