An oil recovery process that utilizes an injection of CO2, surfactant and water is improved by using a selected polyalkoxylated alcoholic or phenolic surfactant which is capable of forming three particular types of dispersions with the fluids in the reservoir at the reservoir conditions which are maintained during the process.
