Process for installing a hot-water floor heating system, in particular by the so-called dry construction method, having a supported base panel (3) which is arranged directly beneath the surface covering (8). The base panel is provided with ducts in which heating pipes are laid. Only some of the ducts are provided with heating pipes. The remaining volume of the ducts is filled with a solidifying composition, whose thermal conductivity in solidified state exceeds that of the base-panel material to a considerable extent. After distributing and smoothing the filler, the surface covering is fitted onto the base panel. This results in a floor structure which is provided with a floor heating system and in the case of which good heat distribution is ensured and the loss of rigidity in the base panel provided with ducts is compensated by the solidifying filler. <IMAGE>
