A lightweight pliable heat and noise insulator blanket (21) is mounted to the exterior surface of the axial end wall of a temperature controlled cylinder (10) with band clamps (38) that grasp adjacent ones of the connectors screws (14) that hold the end panel (12) to the cylinder. The insulator blanket comprises multiple layers of heat and noise insulation material (32), and the blanket defines a central opening (23) and a slot (125) extending from the central opening through the outer peripheral edge portion so that the blanket can be positioned about the axle (20) of the rotary cylinder. The band clamps (38) each include a band (39) formed in a closed shape for positioning about adjacent ones of the connector screws (14) of the rotary cylinder, and a mounting block (59) positioned between the connector screws.
