A color video signal recording and reproducing apparatus comprising filters (5, 6) separating a SECAM chrominance signal and a luminance signal from a SECAM color television signal, a SECAM -> PAL converter (7) converting the SECAM chrominance signal into a PAL chrominance signal, a processing circuit (10) converting the frequency band of the PAL chrominance signal into a range lower than that of the luminance signal, and the combination of a video recording circuit (14), a rotary transformer (15) and a magnetic head (16) recording the video signal including the frequency-converted PAL chrominance signal and the luminance signal on a magnetic tape in frequency multiplex mode.
