PURPOSE:To avoid an engine stop without causing the worsening of stability at steady time, by opening a throttle valve to a high opening in case of low revolution when an actual speed causes the engine stop and performing normal integration control in the other case. CONSTITUTION:A speed controller comprises an actuator 200, controlling a throttle valve 101 of an internal combustion engine 100, speed sensor 300, arithmetic unit 400, position sensor 500 and driver unit 600, then a decision unit 700, detecting whether an actual speed (a) is in such a low value or not as to cause an engine stop state, is provided to said speed controller. When the actual speed (a) is in a certain value p or less, the arithmetic unit 400 outputs a high value not by a speed deviation (c), when the actual speed is at least the certain value p, control is performed to output an integrated value of the speed deviation (c). |
