Variable light modulating device of the electrochromic type includes a light transmitting substrate having a persistent electrochromic material as light modulating material and a counter electrode separated from the electrochromic material by ion-conducting material. The counter electrode structure consists of a paper sheet including a web of filaments permeated with C. The filaments are acrylic fibres and the paper sheet includes a fluorocarbon resin binder. Also, the electrochromic material is WO3. The counter electrode provides an improved reversibility and longer life at a comparably low cost.
