PURPOSE:To simplify a deciding circuit for transmission timing, by using the position information which is alloted by a reference station to the distance measuring information of the synchronous burst to the transmission timing information of a slave station. CONSTITUTION:For a satellite communication system of time division multiple access system, a reference station measures a changing degree 7 of the reception timing between the case when a satellite is positioned at a nominal position and the case when the satellite gets out of the nominal position. The reference station adds the degree 7 to the burst position information 41 which is allotted in response to the request of a slave station. Thus the burst position information 30 is obtained for the slave station. The reference station feeds the information 30 to the slave station. The slave station decides its own transmission timing based on the reception timing given from the satellite to the reference burst given from the reference station and the information 30 fed from the reference station. Thus the slave station performs the control for the allotment of circuits.
