PURPOSE:To solve problems concerning the flocculation of a toner on a brush layer, the toner uniform supply, the giving of uniform charge to the toner, etc., by providing an elastic material layer having the smooth surface around a rigid core material and forming a fibrous brush layer on the surface of this elastic material layer. CONSTITUTION:In a developing roller 6, a porous elastic material layer which consists of, for example, a foaming material and has the smooth surface is provided around a rotation shaft 8 consisting of a rigid-body core, and a brush layer 10 is formed on the circumferential face of the elastic material layer 9. The developing roller 9 having this constitution is pressed against a photosensitive drum 1 in a developing part and is rotated while crushing the elastic material layer 9 in a certain degree to obtain a high picture quality without photographic fog; and the toner and the brush layer 10 are rubbed sufficiently when the elastic material layer 9 is crushed by the photosensitive drum 1 and is expanded again to be restored, and charging of the toner is ensured to obtain a high picture quality. |
