The damping spacer comprises two rigid spacing arms(12) provided with integral hub structures(20,22) having mating circular groove(30,32) and tongue portions (34,36,37). The width of the tongues is smaller than that of the grooves. With excessive conductor motion, the respective tongues abut against each other to provide the above positive stop. Located centrally of the circular grooves & tongue portions in the hub structures are recesses that seat & hold elastomeric damping elements under a predetermined compressive load. The damping elements are protected from the sun(from ultraviolet) so as to insure a long life for the elastomer of the elements
