Diorganophosphate was reacted with phosphorous oxide or the reaction product of phosphorous oxide and alcohol to give meta-phosphate/phosphonate, which were reacted with strained-ring oxygen heterocyclic reactant or strained-ring oxygen heterocyclic reactant having alcohol to make poly(oxyorganophosphate/phosphonate) as flame retardant.
