PURPOSE:To raise the efficiency of a fly-wheel device while facilitating to keep a high vacuum condition by providing a degassing device to remove gases in waste oil extracted from the oil-sealed portion of the fly-wheel shaft. CONSTITUTION:When lubricating oil flows from an oil tank 27 to a lubricating oil pump 11, the occurrence of negative pressure at the inlet of the oil pump 11 is avoided because of the pressure of a head Hp. The oil from the oil pump 11 enters the upper and lower seals 6 and 7, and waste oil on the open air side enters an atmospheric pressure tank 20 due to the presence of the head difference Ha. In a degassing tank 21, degassing is made by a vacuum pump 24 for degassing and a nozzle 23 for oil spraying, and the degassed oil is lastly circulated to the oil tank 27. Also, waste oil on the vacuum side enters the oil tank 27 due to head difference Hv and its circulation is finished.
