PURPOSE:To obtain a clor static picture of high quality, by supplying the red, green and blue signals obtained at each output terminal of a matrix circuit to a monitor along with the synchronizing signal obtained at an output terminal of a synchronizing/separating circuit. CONSTITUTION:The R-Y and B-Y signals obtained at mobile contacts 19c and 20c of switching circuits 19 and 20 are supplied to a matrix circuit 13. Thus the red, green and blue signals are obtained at the red, green and blue output terminals 13R, 13G and 13B of the circuit 13. These signals are supplied to a monitor along with the synchronizing signal which is obtained at an output terminal 28S of a synchronizing/separating circuit 28. Thus a color picture of the 1st field is obtained. The above-mentioned R-Y and B-Y signals are delayed for 0.5 horizontal period by a delaying circuit 15, and other signals are equal to those obtained at the 1st field and supplied to the circuit 13. Thus the 2nd field signal which forms a frame signal is obtained at the terminals 13R, 13G and 13B respectively. In such way, a color static picture of high quality is obtained.
