The device contains a sensor (12) which is intended to come into electrical contact with the line. This sensor (12) gives an optical signal which represents the voltage on the line. A receiver (14) includes a detector for the optical signal and a display. The sensor (12) contains a voltage-to-frequency converter which produces an optical signal formed by pulses whose frequency is an increasing function of the voltage of the line. The receiver (14) contains a counter for the pulses received by the detector. The device is partic. useful to verify that a high or very high voltage power line, - typically 63 kV to 400 kV -, is at ground potential. The pulses are counted over a predetermined number of periods of the power waveform e.g. 100.
