The device for discharging a fluid from a container or tank or for charging a fluid into a container or tank or for filling the latter with fluid comprises a cage and a tool for actuating, from the outside of the cage, a cap screwed into an opening in the tank. The tool has a rod which extends through a part of the cage and is provided with a handle outside the cage and with means for securing and actuating the cover inside the cage. These means for securing and actuating the cover comprise expansion means which may be extended in order to enter into contact with the side wall of a cavity made in the cover. Use for emptying or filling cylindrical tanks in the petroleum-production or chemical industry.
