<p>The device comprises a radial operating arm (1) connected to a shaft to which there is attached a plate (3) which, at its upper part, incorporates a toothed crest (4). A ratchet (6) cooperates with the crest, and only allows movement of the plate and operating arm after the ratchet is freed by a coin-operated arm (8).
