The device for mixing liquids at low flow velocities is characterised by a cylindrical vessel having an upper closure, a first liquid inlet which is formed in a lower part of the side wall of the vessel and is open tangentially to the side wall, a second liquid inlet which is formed in the vessel bottom and is open vertically upwards, and a mixture outlet formed in the centre of the closure for the outflow of the mixture of the first and second liquids, and by a first pump, a second pump and a control unit. This device is advantageous for diluting concentrates in order to prepare infusion fluids, disinfectant fluids, flushing fluids and the like, and replacement fluids for artificial kidneys.
