A retaining means (H) for fixing heating pipes (R) on heat-insulating panels (P) has flexible barbs (6, 7). These barbs rest on rigid stops (8, 9) in the retaining position. Pushing the retaining means (H) into the panel (P) results in a relatively small hole in an anchoring layer (22), through which hole the barbs (6, 7) slip, the barbs being bent in the direction of the shaft (1, 2), with the result that they are approximately parallel to said shaft, an enlargement of the hole by the barbs (6, 7) thus being avoided. After the barbs (6, 7) have slipped through the hole in the anchoring layer (22), the retaining means (H) is drawn back again somewhat, the barbs (6, 7) spreading apart and, thereafter, having a large resting surface for resting on the anchoring layer (22). Owing to the retaining means being drawn back, the heating pipe (R) can move upwards, as a result of which there is formed an interspace (23) into which screed composition (E) can flow. <IMAGE>
