PURPOSE:To perform the exhaustion/water charging smoothly and quickly by performing the water charging and the exhaustion sequentially from the high pressure side stage when the high pressure side stage is filled with water and reached to the closing state. CONSTITUTION:When the high pressure side stage is filled with water and reached to the closed state while sequentially applying the high pressure water of the casing 13 from the high pressure side stage, the low pressure stage guide vane 12 located at the outercircumference ot the low pressure stage runner chamber 9 is opened to start the exhaustion at the low pressure side stage thus to perform the water charging and the exhaustion sequentially from the high pressure side stage and to perform the exhaustion and the water charging of a two stage by hydraulic machine smoothly and quickly.
