The production of chlorine and alkali metal hydroxide by the electrolysis of brines employs cells, which commonly incorporate ion- permselective membranes. The invention concerns improved membranes which are based upon films of sulphonyl-group containing fluorocarbon polymers having ion-exchange properties. These improved membranes have fabric reinforcement applied to a surface of the polymer film and, after the fabric reinforcement has been applied by the use of heat and pressure, the fabric-reinforced side is treated, to a depth of at least 10 microns, with a primary amine, a secondary amine or a mixture thereof, so as to aminate a majority of the polymer sulphonyl groups. This procedure avoids the polymer degradation associated with conventional lamination after sulphonamide formation, and also improves fabric incorporation.
