PURPOSE:To avoid the double shock at the time of valve test by arranging connecting pipes which mutually connect a plural number of steam pipes extending from steam regulating valves to the inlets of a high-pressure turbine. CONSTITUTION:Steam pipes S1-S4 are arranged respectively from steam regulating valves V1-V4 to the nozzle chambers N1-N4 of a high-pressure turbine. Connecting pipes C1 which mutually connect the steam pipes S1 and S2 as well as S3 and S4 respectively are arranged. At the time of valve test, even if the valve V2 is closed, steam can flow from the steam pipe S1 having the valve V1 to the valve V2 through the connecting pipe C1. Thus, the double shock to which the first stage moving blades of the turbine is subjected can be avoided.
