The ethyl-phenylureas of the formula I <IMAGE> in which X is hydrogen, halogen, lower alkyl, lower alkoxy, haloalkyl or nitro, Y is oxygen or sulphur, R1 is hydrogen, alkyl, alkoxy, alkenyl, phenyl or benzyl, R2 is hydrogen, alkyl, cycloalkyl, alkenyl, alkynyl or benzyl, R1 and R2 together with the nitrogen atom to which they are bonded are also a pyrrolidine, piperidine, morpholino or piperazine ring, R3 is hydrogen or lower alkyl, R4 is alkyl which must be substituted, or is phenyl, alkenyl, cycloalkyl or cycloalkenyl, are novel substances which are distinguished by a powerful herbicidal action and an action which is directed against phytopathogenic microorganisms.
