PURPOSE:To prevent the erroneous operation which causes the obstruction for the traveling of trains by discriminating the grounding in a substation and other grounding on the basis of the potential difference between a rail and the grounded mat in the substation and the potential difference of the ground surface potential gradient. CONSTITUTION:Grounding is judged by using the potential difference 2a between a rail 1 and the grounded mat 1 in a substation, and a collation electrode 6 is installed at the point separated by several meters from the grounded mat 1, and the potential difference 2b of the ground surface potential gradient between the grounded mat 1 and the collation electrode 6 is obtained. Each potential difference 2a, 2b is input into the judgement part and an output part 5, and when the both of the potential difference 2a, 2b become over a set value, the grounding at the place is judged, and a circuit breaker performs cut-off operation. When the state in which the potential difference 2b is below a set value and the potential difference 2a is over a set value continues, the grounding outside the substation is judged.
