PURPOSE:To enhance the secrecy of an information means by enabling the access right of the information means such as a data base to be distinctively given to a temporary user and a permanent user. CONSTITUTION:By inspecting secret information inputted by the user based on its own secret information of each user previously stored in a secret information storage means with the aid of a pass-word check being a first checking means, the user is specified. Continuously to that, by checking whether a present state is within a valid limit stored in a valid limit storage means or not with the aid of a use number check being a second checking means, access control that access permission is always given to the permanent user and access permission within a limit such as the number of times of using or the limit of use is given to the temporary user is realized. Then, the secrecy of the information is also enhanced by keeping the secret information of the permanent user secret to the temporary user. |
