PURPOSE:To improve the cleaning effect, by contacting the 2nd cleaning member to the 1st cleaning member which receives residual toner on a recording medium and transferring the residual toner through the use of difference of surface tension of both the members. CONSTITUTION:The 1st cleaning member 3 contacted with a recording medium 1 formed with minute unevenness uniformly on the surface has a critical surface tension in the range of 15 dyn/cm-35 dyn/cm, and the surface of the member 3 is formed with the viscoelastic substance having the rubber hardness within the range of 25-80. The member 3 is pressed on the surface of the recording medium 1 with a pressing roller 2 and turns and receives T on the recording medium 1 with the adhesive force of the surface. The surface of the 2nd cleaner 4 is formed with a material having >=100 dyn/cm of critical surface tension and the transfer of the toner form the 1st cleaning member 3 to the 2nd cleaning member 4 is performed through the difference of the surface tension of both the members 3 and 4 at a temperature higher than the softening temperature and lower than melting point.
