PURPOSE:To attain handling of a subscriber via a large capacity line switched network without using a huge data base by arranging decentralizingly a data base stored with subscriber identification information to each of packet exchange node and linking them by a packet composing/decomposing device and a permanent virtual circuit. CONSTITUTION:The data bases 6-1-6-3 stored with identification information of the subscribers are arranged respectively to packet exchange nodes 5-1-5-3 constituting a packet exchange network 3 connected to subscribers 2 via a line switched network 1. Then permanent virtual circuits 7-1-7-9 are arranged between the data bases 6-1-6-3 and the packet composing/decomposing devices 4-1-4-3, respectively. The packet composing/decomposing device receives a profile number including a selection code of the data base from the subscriber 2 accessed via the line switched network. Then the permanent virtual circuit set between the data base and the packet composing/decomposing devices instructed by the selection code is selected and identification information is obtained from the data base via the selected permanent virtual circuit.
