PURPOSE:To reduce the number of times of switching of a pump, to realize a long life of an apparatus, and to save energy, by adding a tendency of a water- level and a flow rate to start and stop timings of the pump, and dynamically varying the blind sector width. CONSTITUTION:A variation factor operating device 14 operates only in case when a water level is in a variation factor exceeding a constant value in the increasing and decreasing directions, refers to flow rate information Qt-1, Qt from a register 10, and calcultes DELTAQ (a varied flow rate in a unit time) and DELTAQR (a flow rate variation factor). The device 14 calculates an insensitive band correcting value alphai of the machine concerned by referring to DELTAQR, a store value of an insensitive band value of each pump of an apparatus characteristic register 16, and the machine of the next start and stop of a priority order register 17.
