PURPOSE:To minimize the error of the degree of extraction in case when the input quantity is uneven per unit time, by extracting the degree of extraction in consideration of the time differential between the input quantity and the output quantity. CONSTITUTION:The input quantity fetched by an input quantity fetching device 7 via an input meter 2 is stored in an input quantity integrator 5. At the same time, an internal quantity monitor device 9 fetches the integrator 5 by the monitor timing and stores it in an internal quantity storage device 11. While the output quantity is fetched by an output quantity fetching device 8 via an output meter 4 and stored in an output quantity integrator 6. For the monitor timing of the integrator 6, No.1-No.n-1 of the device 11 are stored in No.2-No.n via a unit distance detector 3 with the timing per unit distance of the periodical timing and then stored in the device 11 by the integrator 5 and according to the degree of extraction =(input quantity of this time)-(preceding input quantity).
