PROBLEM TO BE SOLVED: To transmit and receive data by using an IC card, that has a radio transmitting and receiving function by inserting an information processing card into an interface part and providing an information processing part that transmits and receives data from/to other processors via a radio transmitting and receiving part. SOLUTION: This IC card connects an input-output controlling part 110 for a host to an IC card interface(I/F) of the host. The card converts serial data that is inputted from the host, through an IC card under the control of a CPU 120 into parallel data through the part 110 and stores it in a data buffer 130. Also, the card converts parallel data into serial data and outputs it to the host via the IC card I/F. Also, an input-output controlling part 150 for a modem converts parallel data into serial data, outputs it to a radio transmitter-receiver 170 and outputs the received data as a radio electric wave to the host, via the IC card I/F.
