PURPOSE:To utilize a levee even as emergent shelter as well as for its original function by a method in which a three-dimensional structure of a comparatively high and strong levee is constructed and various facilities are installed inside the levee. CONSTITUTION:On the outside of the riverbed, a comparatively high and strong levee having excellent earthquake-resistant structure is constructed. The inside of the levee is divided into a large number of chambers. A part of the chambers is used water storage chamber, and the other paet is provided with as underground facilities medical facilities, e.g., hospital, etc., education facilities, communication center, cultural center, sport center, the headquater or others of government and public offices 8, and food warehouse 7, as well as a common trench 4 for piping, wiring, etc. On the other hand, on the upside of the levee, facilities, e.g., heliport, air port, etc., and roads are provided. |
