PROBLEM TO BE SOLVED: To provide the optical waveguide for optical interconnection. SOLUTION: Two kinds of organic high polymer material layer which differ in refractive index are laminated. In this case, the organic high polymer layer with the high refractive index contains two kinds of photochromic molecule increasing in polarization rate by light irradiation and is exposed more than twice through an exposure mask to obtain an optical waveguide having a high- refractive-index crossing optical waveguide where >=2 lines crossing optical waveguide cores 26 and 26.
