PROBLEM TO BE SOLVED: To cope with a heat load fluctuation without delay by providing a fin tube type heat exchanger for free tilting in the case where the fin tube type heat exchanger is provided in a room which is to be air-conditioned while the room is cooled by utilizing natural convection and heat transfer by radiation. SOLUTION: When controlling air-conditioning for a measurement room 5 where a high performance measurement devices such as a transmission type electron microscope is housed, a forced air circulation type air-conditioner 6 is provided which is activated at an initial operation. In addition, a natural convection type cooling device 7 which keeps a good measurement environment while sound wave vibration and air pulsation air are suppressed, and a refrigerating machine 8 for chilled water are provided. The natural convection type cooling device 7 comprises a plurality of fin tube heat exchangers 25... in a constant rear space of the measurement room 5 with a specified interval, and each heat exchanger 25 is supported for free rotation with a rotation axis 25C as a center, and the rotation axis 25C is tilted by a specified angle by a driving mechanism for exhibiting a cooling performance matching a heat load. |
