PROBLEM TO BE SOLVED: To provide a user-friendly mobile ticket issuing machine that can be moved in response to calling or the like and a prepaid card system that is equipped with the mobile ticket issuing machine. SOLUTION: A path is installed in the upper part of a group formed by plural read and write devices 1 and a ticket issuing machine 2 is installed so as to be able to move on the path. The read and write device 1 transmits a calling signal including its own physical address or a zero yen balance signal to the ticket issuing machine 2 when a calling button is pressed by a user or the balance of the prepaid card being used becomes zero yen. In response to this, the ticket issuing machine moves to the read and write device 1 corresponding to the physical address included in the received signal and performs necessary ticket issuing processing.
