Successive runlength codes corresponding to input data are read from a conversion table (111). A register (116) holds a last read runlength code or an added runlength code as explained below. It is detected by means of a D-type flip-flop (114) and an exclusive OR gate (115) whether a last read runlength code and a next read runlength code relate to runlengths of bits of the same value (1 or 0).
