A stirrer device is arranged in a tank of a liquid fuel combustion plant, and a liquid fuel such as heavy oil, waste oil and fish oil is thereby mixed and stirred with water and air or oxygen and is continuously combusted by means of a burner. The stirrer device includes a vertical shaft driven by an electric motor, one or more cutters connected to the lower portion of the shaft, and one or more low pressure devices connected to the shaft in a position above the cutter devices. The cutter devices include a disc with a large number of small holes and the edge portions of this disc are bent alternately upward and downward to form cutting tools. The low pressure devices comprise a plurality of twisted or inclined vanes, which are arranged radially around a hub and each of which has a large number of small holes. The stirrer device stirs the mixture of liquid fuel, water and air or oxygen so that fine water droplets and bubbles of air or oxygen are uniformly dispersed in the liquid fuel, improving the combustion efficiency of the mixture.
