PROBLEM TO BE SOLVED: To provide an outer peripheral cutter fixing method and its device capable of fixing an outer peripheral cutter not to obstruct the start of a slave shield. SOLUTION: The outer peripheral cutter 7 of a master shield 2 is connected to the inner peripheral cutter 11 of the slave shield 3 to advance a master/slave shield 1, and the outer and inner peripheral cutters 7 and 11 are separated to start the slave shield 3 from the master shield 2 in this outer peripheral cutter fixing method for the master/slave shield 1. After the outer peripheral cutter 7 is separated from the inner peripheral cutter 11, the outer peripheral cutter 7 is drawn to the shield frame 4 of the master shield 2 and fixing to the shield frame 4 of the master shield 2.
