PROBLEM TO BE SOLVED: To provide a heat exchanger in which the number of components and power consumption can be reduced while preventing the overall size from increasing. SOLUTION: In a heat exchanger 5 where heat is absorbed from a heat generating body 3 contained in a substantially enclosed housing 2 and radiated to the outside of the housing 2, a heat pipe 8 is disposed rotatably such that the lower half section (one end side) 8a thereof is located in the housing 2 and the upper half section (the other end side) 8b thereof is located on the outside of the housing 2, an inboard fin 9 and an outboard fin 10 are provided, respectively, at the opposite end parts of the heat pipe 8, and the heat pipe 8 is rotary driven by a drive motor 15.
