PROBLEM TO BE SOLVED: To solve the problem that there is a possibility that a break of a read or written AV stream occurs between a buffer and a disk unit in conventional AV stream recording/reproduction. SOLUTION: An AV stream recording and reproducing device is provided with: an HDD controller 120 and a disk unit 110 which perform a plurality of kinds of recording/reproducing operations about AV streams; a memory means 140 having at least a buffer 142 for reproduction and a buffer 141 for recording of AV streams; an HDD controller 130 for AV recording/reproduction which monitors the memory means 140 and requests for the predetermined kind of operation which the disk unit 110 performs; and a QUE 150 which has a scheduler which selects a specific operation from the queues of the requests on the basis of the prescribed reference and determines an operation which the disk unit 110 is to perform next. The prescribed reference is the priority order set according to the kind of the recording/reproducing operation.
